Wilson Cribbs + Goren, PC, one of the largest boutique commercial real estate law firms in Texas, is pleased to announce that Omar Izfar has joined the firm’s land use practice as a senior associate.

Izfar brings a wealth of knowledge from his former position as a senior assistant city attorney for the City of Houston that he will use to assist clients in land use, real estate, and economic development matters. Specifically, his practice will focus on guiding commercial real estate developers and builders in the development of commercial properties, obtaining entitlements through annexation, rezoning, site plans, and completion of leasing and sales. He will represent clients before government administrative agencies in development, land use and government regulatory matters.

The addition of Omar to the firm is in line with our strategic goals of expanding our practice with attorneys who bring significant experience and strength to our clients,” said Anthony Marre, managing shareholder for Wilson Cribbs + Goren. “Having spent a large part of his career in-house with the City of Houston, Omar understands the local real estate industry and the legal issues involved with complex land use matters.”

While at the City of Houston, Izfar served as legal counsel to the Houston Planning Commission, Houston Tower Commission, and Houston Archaeological & Historical Commission. He advised these public bodies on compliance with local laws, constitutional limitations, open meetings requirements, ethical responsibilities and conflicts of interest, as well as guidance regarding the granting of variances and special exceptions from development ordinances. Izfar drafted several major comprehensive rewrites of Houston land use ordinances relating to subdivision platting, off-street parking, historic preservation, airport zoning and height hazard, and more.

He advised various city departments on development issues, including subdivision platting, transportation planning, permitting, historic preservation, regulation and construction of cell towers, infrastructure development, compliance with and drafting revisions to the International Building Code, and development ordinances. He provided counsel on public finance issues relating to special districts and economic development projects involving tax increment finance, Chapter 380 agreements, and various developer and interlocal agreement, and represented the city in condemnation proceedings for the acquisition of interests in land through eminent domain.

Izfar’s experience also involves extensive legal work in general real estate matters, including the drafting of purchase and sale agreements, leases and subleases, and acquisition and disposition of various property interests.
